NEW STATEWIDE TASK FORCE SEEKS TO ELIMINATE BULLYING IN OUR SCHOOLS Carson City-- The Nevada Bully-Free For Me! Task Force, which has as its goal the elimination of bullying in our schools, conducted an introductory news conference in Las Vegas today. The Task Force, which met for the first time in April 2001, is a partnership between the Nevada Office of the Attorney General, Nevada Department of Education, Nevada Teacher's Association, Nevada PTA Association, the Clark County, Washoe and Carson School Districts, members of the Nevada Legislature, and many other community-based organizations. Nevada Attorney General Frankie Sue Del Papa and Nevada State Superintendent of Public Instruction Jack McLaughlin, serve as the co-chairs of the Task Force. The Task Force outlined what it has accomplished and what its future plans are for Nevada schools. The Bully-Free For Me! Task Force has produced an Action Plan; a brochure describing the problem of bullying and what individuals can do to prevent it; a Parent Tips sheet; has established a web site bullyfree ; with the assistance of the Clark County Public Education Foundation; is working to institute state and local conferences on prevention bullying; and is working to create videos and other materials for use in our schools to help teach elementary age children, their parents and school officials about the harmful effects of bullying on both the victims and the bullies. According to the World Health Organization WHO ; , an estimated 177 million people had diabetes in the year 2000 and by 2025, this 1 figure will rise to over 300 million. The costs of diabetes include reduced quality of life and the increased risk of developing microvascular and macrovascular complications such as retinopathy and cardiovascular disease CVD ; . Diabetes contributes to approximately 41, 500 1 Canadian deaths each year. Nutrition therapy plays a vital role in the treatment and management of both types of diabetes. The basic Canadian guidelines for the management of diabetes includes controlling portions particularly carbohydrates ; , decreasing obesity, increasing fibre, reducing saturated and trans fat to 10% of energy, and choosing low glycemic index foods 2 more often. Glycemic index GI ; is a carbohydrate-containing food classification system first proposed in 1981. The glycemic index is a ranking of the postprandial glycemic response of different types or sources of carbohydrate compared to a reference carbohydrate glucose or white bread given a value of 100 ; over a period of 2-3 3 hours. Dietary carbohydrates are generally found in starches, fruits and vegetables, milk products and sugars and should provide 50-60% of our energy requirements. The GI is often classified into 3 categories: low 55 ; , medium 55-70 ; , and high 70 ; GI foods. The glycemic index has been recognized by WHO and diabetes associations in Canada, Europe, Australia, and South Africa as a useful tool in the 3 management of diabetes. The UN Working Group on Arbitrary Detention was established by the UN Commission on Human Rights and approved by ECOSOC in 1991. Its mandate is: to investigate cases of detention imposed arbitrarily or otherwise inconsistently with the relevant international standards set forth in the Universal Declaration of Human Rights or in the relevant international legal instruments accepted by the States wncemed.18 The UN Working Group is composed of five independent experts who serve in their individual capacities, and who are appointed by the Chairman of the Commission on Human Rights so as to reflect the five main regional political UN groupings African, Asian, Eastern European, Latin and Western ; . The UN Working Group applies international standards, including the Universal Declaration, the International Covenant and any regional treaty to which the respondent state is a party. In addition to being concerned about the fairness of the arrest, detention and or trial procedures, the UN Working Group also inquires into whether the grounds for detention violate international standards. Among its categories of cases, the UN Working Group will investigate "cases of deprivation of freedom when the facts giving rise to the prosecution or conviction concern the exercise of [freedom of expression]". The UN Working Group reported, in its second annual report, that about 90 per cent of the cases received involved allegations that the applicant had been detained for the lawful exercise of the right to freedom of expression. In about 20 per cent of the cases, the reasons for detention also included exercise of the right to freedom of assembly; and in about 15 per cent of the cases, the reasons also included exercise of the right to freedom of political association.`g The UN Working Group accepts communications from individuals in detention, their families or personal representatives, as well as from governments, intergovernmental and nongovernmental organizations. Most of the communications to date have been submitted by NGOs unaccompanied by any formal statement of authorization by the victim or his or her family. The UN Working Group has welcomed the contributions of NGOs, and has commended their cooperation with the Group as "fnritful".20 There are two chief advantages of filing a communication with the UN Working Group. First, it can act quickly. Under normal circumstances, it decides at its thrice-yearly sessions whether or not to forward a communication to a government. When people talk approvingly of the power of self-interest they use Adam Smith's "invisible hand" as justification. But in The Wealth of Nations, Smith also said: "To promote the little interest of one little order of men in one country, it hurts the interests of all other orders of men in that country and of all other men in all other countries". This statement was made in relation to cartels and monopolies. However, it does go to show that Adam Smith, a moral philosopher, never abandoned his concern that "good be gained for all" be set against "the selfish interests of a few." Having said this, it should be observed that appeal to self-interest could take you a fair way along the road of good ethics. For example, as a bank you may decide not to lend to somebody who is immoral because that person is unlikely to feel overly inclined to repay you.
